While Still, Number 7 is no slouch out of 50, here's the reason we dropped. 

North Dakota, the perennial #1 best-run state in the US dropped to 7 this year in a USA Today recent poll mainly due to the effects of the oil boom of years past.

During the boom years, we had record unemployment, ( and we still do ) as well as major economic growth. We currently still have major reserves and sound budget management even though Moodys gave us a negative credit rating, so it doesn't look good if a downturn happens. Then again the Oil boom is about to start up again so it doesn't look like a downturn will happen and we'll be back to #1 shortly.
